They don’t have time for that. They spend their days making stressful decision after stressful decision, helping put out fires, and being beholden to pressure from their own superiors (executives, VPs, board members, etc.) 

So when it comes to offering an interview, making a hire, or filling a promotion, they are interested in a solution that is quick, effective, and sellable.

Quick - your resume, job application, or promotion case gets a few seconds in the hands of a decision maker to capture their attention. If you sound like everyone else, you have the same chances as everyone else. Standing out quickly meets their needs.

Effective - they just want someone who can get the job done, not create problems and not be a liability. Any candidate who can get the job done is good enough. 

Sellable - decision makers have their own superiors whose approval they need. When they finalize a candidate to hire or promote, they need the candidate to be an easy sell to whoever they need to look good in front of. This requires understanding the inner world and language of decision makers and leadership.
